That would work except a Troy pound would be 5760gr to the Avoirdupois pound's 7000gr. Which would still mean the container is 1000 grains short at 4735gr.

The seals are easy to remove and replace. I can't say for a fact your cans were shorted on purpose, but I have checked my cans in the past and a pound was always there. I would really be suspect of your seller.

Umm, no. Gun powder has always been weighed (at least in the 20th century) in avoirdupois weights. 16 ounces a pound, 16 drams an ounce and 437.5 grains an ounce, for 7000 grains

Gold is measure in Troy units (which would be 5760 grains, so he would still have been swindled). 12 ounces a pound, 20 pennyweights an ounce, 24 grains a pennyweight.

But drugs are measured in apothecary units (well metric now). One pound is 12 ounces, but 8 drams (or drachm) an ounce and 3 scruples a dram, a scruple is 20 grains. So 5760 grains, but a different system. (This is the US apothecary units, the UK changed from the wine gallon to the imperial gallon in 1824, screwing everything up...20 ounces a pint and such)

What on earth is a metric pound? I know that sometimes, informally, 500 grams is called a pound (despite the various pounds in various systems being more or less than that), but it isn't an actual unit. And it would still be different considerably than the amount the OP has, in fact 500 grams would be almost 7800 grains

What type of seal was in the can? I have a still sealed, new, unopened can of IMR 4064 bought in 1981. It has a metal seal inside the spout that you have to punch and pry out, pretty thick metal. I weighed the can and it weighs just over a pound.

I believe the cans from the 70's were sealed the same way. Newer tins just had the thin plastic disc as a seal.

You may have been pinched.

Thats a first. I have had many overages especially in 8 and 12 lb lots. Never under.

Foam looking seal like on the new plastic jugs.

Probably just the foam disc that was used as a seal under the metal cap stuck after all these years. I don't recall anything with the glued down/heat sealed plastic/foam seals that are common today in products back then. I wasn't untill that Tylenol poisoning scare of the early/mid 80's that everything started getting sealed up with tamper evident seals.
