Cool, thanks. So I'll get the best accuracy if it's seated .03 short of touching the rifling? I was just asking if there is any limit... ie, if I do that to the .310"s and there is less than a caliber's worth seated, is there a reason to seat it a little deeper than ".03 further than when chambered"... say, to the cannelure, to ensure enough of the bullet is touching the neck and creating adequate neck tension? (PS these .310s are very short, I'll try the dummy round with one now but I'm not sure it'll even touch the rifling to get pushed back.. if that's the case, how would I calculate the "minimum seating depth")

I would not seat any bullet LESS than 1/2 a caliber deep in the case neck, no matter how long the throat is.

If you do my test with the dowels, you will find out how long the throat REALLY is.
The whole thing with the seating bullets and letting the rifling seat the bullet does not work nearly as accurately because the rifling will engrave the bullet while seating it in the chamber.
