If they are boxer primed, I'd load them. Make sure to remove the crimp.

ALL factory ammo is annealed. Military ammo isn't always retumbled after annealing.

The red is primer sealer similar to nail polish.

Boxer primers are what we commonly use in the US. Berdan primers do NOT contain anvils. The anvil is part of the case. Berdan primed brass typically has two flash holes which are offset from the center of the case head but, the primer itself is centered. Berdan primers are a PITA to reload.

you can take a spent case and look with a flashlight or put an icepick or awl down there to see if it has a center hole or not

Reloading the primer or repriming the case?

well, berdan primers are almost impossible to find. then, I've never been able to successfully deprime one. people say "a wooden dowel and water" that's a pipe dream. I have hundreds and hundreds of Austrian(?) .308 brass that while I'm not throwing them away, I'm surely not reloading them
