I could be wrong, but I think that as soon as you make some sort of anti-personnel round, you are looking for trouble.
I had at one time considered getting a 6 shot 40MM because apparently they can be shipped to your door no FFL needed. BUT you have to keep them shooting smoke or pepper IIRC. The second you get explosive rounds or hornets or things that can hurt/kill folks, you turn it into a class 3 device and you need paperwork for that.
I forgot the exact rules, and maybe they changed, but this was my impression after watching a garand thumb video and then doing a little research myself into what was being sold and where.
It is easier to just get a flamethrower like the Vulcan M-9... Then you can hunt and BBQ at the same time... j/k but it is cheaper for a flamethrower. (because flamers and naders apparently are two fun toys that you can get shipped to your door with no permits or anything...)

Ok, I did this a few years ago. Airsoft, also had to get the round separately which is filled with gas and bbs so in play it's more like a shotgun. But when fired, it sounds like a 40mm. Then a second later, you shoot a tannerite at about 60yds.

Was that with known data because I did not see them perform any ladder loads...
I think they should have started low and worked their way up while checking for signs of over pressure...
