    As Plisk & others have explained, it seals the round and essentially makes it water proof. Moisture can attack the primer and powder.

    I've seen some milsurp ammo that used black tar to seal the bullet in the case neck.

    It's mot just military ammo that does this. I have some Federal and Remington 357 magnum ammo that has the primer sealed with red lacquer.
