As Plisk & others have explained, it seals the round and essentially makes it water proof. Moisture can attack the primer and powder.

I've seen some milsurp ammo that used black tar to seal the bullet in the case neck.

It's mot just military ammo that does this. I have some Federal and Remington 357 magnum ammo that has the primer sealed with red lacquer.

I think when you said, "someone told you a coloration on the bullets meant something" (unless they saw it themselves) They may have though the bullet itself had an orange (or red) tip, which would mean it's a tracer round. That's the only discrepancy I'm able to think of.

i have alot of 7.62x39 rounds and they have this red stuff around the bullet. what kind of round are they???
