It means they are sealed, at the primer and the bullet

Do not fire it! It's the liquid powder leaking from the case... give it to me and I will risk my life and dispose of it with my POS AK or SKS!

In some military ammunition, the primer annulus lacquer color can denote the type of ammunition. In the German WWII 7.92 mm(8MM Mauser) a black tip on the bullet with a green primer annulus denoted A.P. ammo. A black tip with a red primer annulus denoted Armor piercing tracer. Each Country has it's own particular markings to denote small arms ammo types and can be quite different from one country to another. South American 7.65 Mauser military ammunition with a red bullet tip denotes an Armor piercing bullet, not a tracer as you would think.

While these photos don't show primer annulus color, it can also be an Identifier. Here's a few examples :

Scroll down and click on the photos of other cartridges to see others. It can get confusing.

                  Your question was valid.

It would appear that elitists come in all shapes and sizes. Just when you think you can ask any question the ***holes come out of the woodwork to tell you how dumb you are that you didn't know that. Grow up? I think it's implied.

It's sealent to keep moisture out of the powder. Typical with military ammo. Nothing wrong with it at all.
