You have to decide what your time is worth. In this case it sounds like you're going to have to put in a few hours to save a relatively small amount of money.
If you have a countersink bit, you might experiment with drilling out the primers but it's probably going to take some care and a thick gloves so you don't put countersinks in your fingers.
I've never had a decapping pin pierce a primer and I've removed some stubborn ones.Comment

Yeah I never seen this. It felt just like a heavy crimp came loose and just expelled the primer but when removing from the press it had to be beat out. Seems like a combo of heavy crimp and thin primer cup. I have some others with black sealant on the primer like these that de cap just finesent from the depths of my subconsciousComment

.30-06 isn't that rare. Toss it and move on.
I'd guess it's crimped primers coupled with either sealant that has turned to glue, or corrosion that has locked the primer cup into the pocket. Either way, I'd say it's not worth the trouble.Comment
