FFL03 general question

So I have my FFL03 + a COE, does this only allow vendors to ship me ammo, or can I buy/receive ammo from a private party also?

I'm in the Santa clara county so I don't think there's any additional restrictions on shipping ammo to my house, is there?

Yes you can buy/receive from a private party.
