      There is no requirement for anyone to be in the presence of a vendor for a face to face gift of ammo. If it's being sold well yes it need to go to a vendor but not if it's given away.

          Section below applies to SALE only
          30312. (a) (1) Commencing January 1, 2018, the sale of ammunition by any party shall be conducted by or processed through a licensed ammunition vendor.
          (2) When neither party to an ammunition sale is a licensed ammunition vendor, the seller shall deliver the ammunition to a vendor to process the transaction. The ammunition vendor shall promptly and properly deliver the ammunition to the purchaser, if the sale is not prohibited, as if the ammunition were the vendor’s own merchandise. If the ammunition vendor cannot legally deliver the ammunition to the purchaser, the vendor shall forthwith return the ammunition to the seller. The ammunition vendor may charge the purchaser an administrative fee to process the transaction, in an amount to be set by the Department of Justice, in addition to any applicable fees that may be charged pursuant to the provisions of this title.

          This section applies to a face to face gift. no FFL needed.
          (b) Commencing January 1, 2018, the sale, delivery, or transfer of ownership of ammunition by any party may only occur in a face-to-face transaction with the seller, deliverer, or transferor,
          Note that this section again says "SALE" at no time is it mentioned that a face to face gift requires a FFL to transfer ammo as a gift. If they wanted all ammunition transfers to go through a ammunition vendor they would have stated so. the law was to prevent the mail order of ammo. nothing else.
          provided, however, that ammunition may be purchased or acquired over the Internet or through other means of remote ordering if a licensed ammunition vendor initially receives the ammunition and processes the transaction in compliance with this section and Article 3 (commencing with Section 30342) of Chapter 1 of Division 10 of Title 4 of this part.
          Remember laws only tell you what you can't do. if it's not written as you must do this or your can't do that. then guess what it's legal.

            OK thanks I saw part B says transfer. I wish it worked for ammo brought into state by my brother . I left a bunch of ammo in Houston. He is coming out to go fishing end of May..

                You need to further read the entire code.



                30314. (a) Commencing January 1, 2018, a resident of this state shall not bring or transport into this state any ammunition that he or she purchased or otherwise obtained from outside of this state unless he or she first has that ammunition delivered to a licensed ammunition vendor for delivery to that resident pursuant to the procedures set forth in Section 30312.

                So your brother could bring you a truck load of ammo and hand it to you. all perfectly legal. So long as he is not a resident of this state.

                  I also did not see ammo gifts limited to 500 rounds a month, right? That's for sales only?

                  I'm a really, really nice guy and sometimes I make gifts out of 1000 round boxes of ammo. Or used to...

                    Federal law

                    Is a person who reloads ammunition required to be licensed as a manufacturer?

                    Yes, if the person engages in the business of selling or distributing reloads for the purpose of livelihood and profit.



                    Fixed that for you.

                    It is perfectly legal to give ammunition away in a face to face transaction.
                    What if, instead of face to face, you turn your back to them?


                    Or really, what if you decide that you no longer want 50 rounds of whatever you've loaded so you put it in a box and ask your friend to throw it in the trash in the other room?

                      Well better yet. What if you decided to SELL 480 rounds of ammo to a friend? Assume friend here can legally own firearm/ammo (has passed background checks before) AND it is not for profit, you are selling it to him at the price you paid.
