HSM weighs 180grs whereas RP cases weigh 165. So your loads will generate more pressure.Comment

Who makes your 150gr sp bullet ???.. Check out their website or reloading manual,,, and see if they tested with 2015.... If they did but used Rem,, Win or Federal brass (commercial brass) ,,, subtract 1 to 1.5 grains from their listed minimum to maximum ,,, and start at minimum and work up...Your brass is heavy,, treat it like military 308 brass and download the powder charge to be safe... A ladder test up from the minimum,,,by .05 grains ,,,,and check for pressure signs...

the bullets are 150 gr SP #3031 this load I'm using is 1 grain under at 37, min was 38 in the book for this round minus the brass weightComment

While what J-cat posted is true, there is still no reason to go below minimum ever. your faster burning powder will help you get more velocity in that short barrel.
I work the opposite way when I'm working up loads. but you need about a decade of reloading experience before you try what I'm doing. Basics of reloading can be taught but the vast majority needs to be experienced over time.Comment

There is a phenomenon that may occur in an undercharged case using a faster-burning powder. Instead of burning uniformly, the powder has a large surface area causing an extremely rapid flame front. This results in a pressure spike.
The conventional wisdom of dropping 1 or 1-1/2 gr with heavy brass applies (1) When using a "common or known load" such as the classic 308 load of 41.5gr IMR4895 with a 168 OTM.
