Yes, with an FFL03+COE you can order ammunition online and have it shipped directly to you.

If you are talking about an in-person purchase at a store, they still enter all the data into the computer before you can take the item, and you still pay the $1 background check fee. Not sure how the law approaches that when you have the CoE, but this is the reality in my experience.

If you have a COE/03 and purchase at a store, they do a COE check to be sure that your COE is valid.
It is $1 for the COE check.
They do not do a background check unless they are just not aware of the COE check and run you like someone without a COE.

The COE is a revolving background check that flags if you do ANYTHING that would prohibit you possessing a firearm so there's no need to actually RUN a background check when you are already having your background checked daily by having the COE.

Do you have to show them a copy of the COE, or do they look it up based on your name?

They need to put your COE number into the computer.
Easiest way to give them that is a copy of your COE.

I keep a copy of my COE and 03 in my pocket with my cash and credit cards.
Never know what you are going to run into when you are driving around and find some hole-in-the-wall gun store.

Has anyone used bulkmunitions.com? I see them on the list but the post was from late 2020 and I see zero reviews on this site. I'm just in disbelief as they have multiple calibers in stock and their prices seem to be better than most on the list. I saw another post here on calguns that showed them as not credible due to them being pretty much anonymous not listing a physical address, just a mailbox for the address.

If the price and availability seems too good to be true, it usually is.
Buy a very small amount to see if they actually ship so if they do not, you are not out as much money on your credibleness test.
