What do you mean by "Off Registor" or "On Register"?
It makes no difference to you as the purchaser of an unregistered firearm. The firearm will be registered to you as a result of the DROS performed by the FFL handling the transfer.
There is no problem with you purchasing an "Off Roster" handgun, but the consequence of doing so is that you would be unable to take possession of the handgun unless the transaction were roster exempt.If you build a man a fire, you'll keep him warm for the evening.
