I think I used to do 4.5gr of tight group with 124gr bullets but I'd have to check my log book to be sure.
That charge does seem a little light

Failure to feed doesn't count until they cycle. Get the cycling working first.

Rump, I would be reluctant to adjust pressure by shortening OAL. I only adjust OAL for feeding matters not to increase pressure. As was mentioned earlier, increase your charge, get the mouth of the cartridge to fit into the chamber properly, and then diagnose any other feeding issues. Get a set of digital calibers and measure the case mouth to see if you are in SAAMI specs. There is plenty of data to the correct dimensions in your reloading books.

I go down to 3.3 gr titegroup in my XDM with a 14lb spring for 3 gun.

it was previously stated that same powder with 4.1 grains same bullet had a lower col and no over pressure. im sure i will be ok . but thanks. i'm not going to seat the bullet on top of the powder and pull the trigger, i just talkin a little bit off the top.

I run 4.0 gr Titegroup on 115gr Montana Golds FMJ @ 1.12 COL. Loading hotter doesn't exceed velocity nor do I see pressure signs, but I don't get any gains in accuracy, so no point of going hotter.

Do your own work up. Bumping up to 4.0 without seeing how 3.8 works doesn't seem like a plan. It sounds like you are not willing to put a days effort into figuring out what will work best for you.

I also don't see the benefit of the shorter COL.

i'm not good with the written word. i was simply suggesting that reducing the oal in my case would not cause any dangerous situation. i am reloading to build accuracy on my diff platforms. i am not sugesting going straight to max

Others are disregarding the hollow base of the Berry's HBFP-TP. You still have the same inside volume of a flat base round that has a COL of 1.160 so to speak. I'd play with a COL 1.050-1.060 with a starting charge of 3.8gr and ladder up from there.

I thought flocks had a max load length of 1.135? Have you tried the barrel plunk test to see if the round will fit in the chamber. Have you tried to see if that round will fit into a mag?

Before you blow up your gun with an overpressure, take a permanent marker "Sharpie" and completely cover the bullet and case top to bottom with ink. Then try the plunk test to see where the ink rubs off. Is it really rubbing off on the projectile? It may be rubbing off at the rim which means a little more crimp to remove the flare or it may be sticking at the base which means the case has not been resized far enough down or it may be rubbing off where the bullet bulges the case and you need to run it through a FCD (unlikely).

I set mine at 1.13" and used 3.8 gr tite group and it cycles in glocks, berettas, and CZ no issues.

I was thinking this probably needs a bullet weight but 115 or 124 should be okay with 4.0 of titegroup. I usually do 4.1 and they are nice and strong. Some crimping will keep pressures moderate to cycle well.

Ok so redicing the col. On the rounds that would not cycle and that fixed it. They fired and cycled the action. And I loaded up a few more of the same with 4.grain of powder with 1.135col and I am getting good results I'm about 6 inches high at 75 yards. I was able to ring a 12 inch plate 6 of 10 shots

Good to hear. Next you can test if a crimp or no crimp would be more accurate for the load you are working on.
