Pulled bullets are usually pulled via a method that doesn't put marks on the jacket. GIBrass and RVOW (back when RVOW was still in business) used some sort of collet method that doesn't leave marks. The bullets are put through a machine or die to ensure roundness and diameter.

Only sometimes. I have bought pulled bullets that have been advertised as "unsized".
