I posted a picture for you on today's newspaper. Hopefully you can see the date and the lot#.
This dispells your claim of a recall because one never took place.
I see posting from another source/website were the poster says what I told you upsets you but I don't see your link to Kestryls requirement. I will take that as a JagerDog rule not policy. I also never said it was my post but my posts are on Benchrest Central and 6mmbr about this very issue.
As to your repeated claim that the manufacturers don't have the tolerances posted simply call them up and ask.
You can send them my picture above and ask them for yourself.
They might have been lying to me?
The only way to find out is to call.

Well I think this chart is complete garbage. It shows Alliant E3 as "comparable to" HP-38, PB, and so on but on ANY OTHER BURN CHART E3 is closer to red dot. Nowhere near HP-38.
With things like powder i won't even consider this as a data option with mistakes or miss prints like this. Just puts the whole chart in question for me.

Furthermore, I never claimed there was a recall. Why do you have to invent what I said? Why can't you support your (10% variance) claim?

Interestingly enough, your own plagiarism states a recall.

So you have some of this lot # of RE22 powder. BFD? I never suggested you didn't. It doesn't even prove there wasn't a recall, just like non re-worked Blackhawks doesn't mean Ruger didnt provide free re-working (recall) of Blackhawks...which isn't germane to the topic anyways.

I thought the same thing before I started playing with the Alliant e3 powder. I know it burns way faster then most powders. It is usually one of the top 4 or 5 on the list. I think this chart is not based on burn rate, but more closer to actual powder measurements and velocities.

Here is my work ups. I have used Alliant e3 in 38spl.

Some other data was taken from the respective powder manufacture's load data...

38spl load data equivalents / similarities for chart...

ADI Powder = AP50N

No load data for this. I jumps right over this.

Closest handloads.com data found (4.4gr @ 750 FPS for 138gr WC)

3.5gr @ 869 FPS

Alliant Powder = e3

3.2gr @ about 850 FPS

IMR Powder = PB

3.0gr @ 840 FPS

Winchester Powder = W231

3.5gr @ 869 FPS

2.9gr @ 720 FPS

Vihtavuori Powder = N320

3.5gr @ 876 FPS

Now we must take into account the different barrel length test, bullet seating depth, and primers. I would say this chart is really close for 38spl for the above powders. I have not looked at any others.
