WHen you have trouble next, run ipconfig again and see what's different.
If your roommate's machine is on and connected and you can connect to the network after rebooting a time or two, then try assigning it a static ip address. Using the .10 that's assigned now should do. Subnet mask should be 255.255.255.0 and the gateway should be the number you posted above.
As mentioned above, make sure all of your nic/network drivers are up to date. Beyond that, I can't help you here. I'd have to look at the machine when it was actually acting up.
