Ruckus ZoneFlez 7363. Cheaper than a Cisco and has better coverage, you can setup 8APs per radio (2.4Ghz and 5Ghz). It'll easily get the job done. I have one in my apartment and it covers the entire complex. You can find them for around $500.

RUCKUS Networks is a leading provider of purpose-driven enterprise networks. We design and build truly purpose-driven network infrastructure that meets the strictest requirements of all kinds of enterprise environments. Our customers trust us to deliver exceptional network experiences.

VLAN is built into this unit, you configure it via the web interface. You can also configure it to handle routing and DHCP if you wish but out of the box it will be in access point mode.

Too see a real world independent test check this article. The ZoneFlex 7363 outperforms the competition.

In Part 1, we explained what can go wrong with Wi-Fi signals and how access points can work to improve your wireless performance. It's time for a reality check. We throw six contenders against 65 clients and some hellish interference. Who's left standing?
