It's not their end, it's the insane amounts of spam, malware, and virii that target WoW. Using an RSA keyfob or cellphone app(the blizzard authenticator) eliminates the issue of your account being compromised, but it doesn't deal with whatever it is currently running on your computer that's logging your username and password.
To be honest, Blizzard actually has done all they can about the account hijacks at this point. The cellphone apps are free, the keyfob is what $5. They can't actually stop people from sending you spam either.
SWTOR also has an RSA keyfob/cellphone app as an option at launch due to the problems WoW has(and to actually encourage people to use it there is a vendor in game only unlocked if you use it). They also make you answer your secret questions if they detect a login from an unrecognized IP address. Guildwars also had this problem a few years back and started requiring the last name of a character on the account at login(but that can get logged as well). Even the free MMOs have these problems, just nowhere near to the extent that WoW does.
Heck, I haven't played WoW in a while like I mentioned, but I still get at least 4 fake blizzard emails a day trying to get my account info.
My comment about the chinese spammers was actually more about the in-game spam. They toned it down a bit after the advent of "dailys"(chores), but at one point I was getting a PM from a different toon every 20 minutes along the lines of:
Xingyu: Buy WOW gold now ****www.wowgold.cn**** 100g $10, 1000g $100, level chara to 60 $500 ****www.wowgold.cn****
Constant spam in-game, in a game I paid monthly for... it's like paying to see a movie in a theater and having some people randomly screaming throughout the entire movie, every time you go watch a movie.
