Nope. Most are NOT encrypted, but they are using P25 or another digital mode - which some people erroneously refer to as encryption - so you will need the right scanner to hear them. I had to buy a couple digital mode licenses for my Uniden SDS-100 to access some of them.

I have an SDS-100, it's an awesome scanner.

What I've noticed on 2M and 70cm (even internet tied) is that there is far LESS activity since this whole Chinese Communist virus came on the scene. Strange.
