If its just for internet, internet, and storing photos, a "nettop" computer is all you really need. And they can be had for under $200. A USB hard drive can be purchased later if he feels the need for more storage as well. Careful with what you're buying; some of the really low priced options do not come with RAM or an SSD; you will have to buy those and install them (plug them in really) The downside is it WILL be outdated in about 4 years, however given the low price of these, it might be a better value overall.
My company has installed thousands of THESE in cubicles. They work well enough at $500, however about $125 of that price is due to its tiny size; you can get a better price if you go with a larger form factor.
