multimedia editing apps. movie to images, edited and then to movie and then to flash

So I WANT to make a cool animated background for a shockwave/ flash banner that will be on the top of a page...

I have a cool image that I want to use.

I have a cool loop of stars and animation that I want to use.

From where I sit I need to do the following:

    1. Export video loop to frame images for entire loop. (could be a LOT of frames)
    2. Place filter on cool image to make it more uniform in color (purple) AND make certain parts transparent (the sky in the background).

    3. resize cool image to make it fit onto each frame that was exported.

    4. place resized image onto each frome.

    5. import all frames in correct sequence and make it a video again.

    6. convert newly made video to shockwave banner and set to loop after xx seconds of delay...

    7. Install banner into website at top of page...

Is there an easier way to do this? Maybe if I reinstalled Proshow I could make a new movie, put the video loop in the movie, then put the tree after it was resized, then make another transparent purple image and place it in front or behind the cool image and then output to either an avi or a shockwave and then convert the finished movie to a shockwave banner?

I admit I am not a great web designer. I have so many things that I would and could to to pages that it is hard for me to focus. I DO know she wanted a cool ZEN like image that is calming so I am working on that.

I am open for suggestions. Thanks for any additional info. I need to reinstall Adobe Photoshop 7 now...

I question using Flash. There were yet again security concerns with it and Firefox disabled it in a recent update. Everyone is talking HTML5 but I have no idea how it works.

Well, I want a seamless looping animated graphic across the top and I figured that just having an animated gif is not good enough, I want something with a little more umph in it. So I thought of shockwave/flash- SWF actually. I see them all over the place.

I think I can make my entire animation in Proshow and Photoshop and then use AVS to convert it to SWF...
