i just put a mega lower in jail.. but i have a problem..
Google "rental lease agreement template", find a generic one, have you and your parents sign it. I've used that in the past and worked every time (weird rental situation of mine at that moment).

It's a federal issue because of #18 on the 4473 form.
On the 4473 receivers are "other" because of #18
On DROS its "longgun" as there is no "other" category
Edit: to be clear I am talking about transfers going thru an FFL. Ownership is different.

Last time I checked you don't need a 2nd form for a lower if your DL address is current. That being said, I'm surprised they let you get a lower at 18.Comment

You only need your ID/DL to buy a lower.
Go get a refund and avoid that shop in the future. You have to be 21 to buy a stripped lower. Inform the Gomer working there that it is a violation of federal law to sell you a stripped lower. It's a mistake, no one will lose their license. Personally I would let it ride.
If the DROS gets kicked back, opps, sorry, mistake.
Mistakes happen all the time. They have been processing 6,000 transactions per day. More than likely the computer program will kick it out. Then a live person in a booth, will message the FFL as a 'Rejection'. The FFL will notify you and then you ask for a refund of fees you paid to him.
