I really like and enjoy my ruger american its one of the lower end price range but its accurate enough for me to start practicing and go hunting with. Has a trigger safety and trigger pull can be adjusted from 2.5?-5lb

It really depends on the game you are hunting. Rabbits, boars, deer, elk, bears? If going for anything smaller than elk, I'd recommend a .243 Win caliber in whatever is in your budget. That caliber will kill anything short of elk and has very little recoil while being very accurate. Good gun to learn on.

Win Mod 70 preferably a Featherweight in 25-06 or .270Win.

You can hunt almost anything with such a setup.

Savage XP or Remington 770 rifle scope combo. Both entry level in various calibers budget priced around $350. Think either is fine for a budget starter rifle. Big 5 as well as many other stores have both on sale just about every other week.
