My friend has a new assault style rifle in jail. he had to get a special license with the state to be the owner of it. Can he share the gun with friend at the shooting range? Or he is not allowed for his friends to shoot on the range.
Also can my friends use my guns on the range if they do not have a safety Cert.

Your friend is lying if he claims to have gotten a special license. The state does not issue assault weapons permits to regular people. He did have to get a FSC (Firearms Safety Certificate) if he purchased it this year, but that is not a license.

You also need FSC to borrow a firearm, if the firearm owner is not going to be present at all times.
