Not weird - the FBI just uses the initial classification of a shooting as reported.

If, at some later date, an event is ruled justifiable, the stats are not modified.

But the number of justifiable shootings is usually around 400 annually, which is not a big change from about 11,000 others reported.

Seems weird to me.

and you got almost 4% there and its only justifiable shootings... not all miscalculations of murders.
