I assume what she meant was that the detonator went off but the explosive did not... The bomb did not go off because it was below freezing the morning it was set to go off, the explosives that the terrorist group was using would not ignite under those freezing conditions.

I've heard another twist on this - that all Senators are technically deputized, and as such are "law enforcement officers" with carry privileges. The way I heard it, Feinstein was behind making this happen, to get around her CCW embarrassment. Her letter says she doesn't "possess" a gun - maybe she borrows one. More likely, she just relies on her security team.
