Note that the sino-chinese SKS are C&R.
What he has is not C&R. Which accounts for why non-C&R Chinese SKS sell in the $250-350 range in the rest of the USA.sigpic

Even if OP picked up a classic sks he would have to pay shipping, tax, transfer fee, and dros so his price isn't that out of line. Of course I'm not considering the stock and bayo replacement.
