                It's a term who's meaning is in flux. It makes me when police departments refer to tactical unit officers as "operators", like they're freakin' delta force or something. Everyone knows operator status can only be bestowed, after grueling initiation, by the head of the operator community:

                      Yeah I can't take the term "operator" seriously whatsoever.

                      I always think of those guys who wear camouflage and nylon holsters to the range when I hear the term "operator". Maybe they play airsoft too.

                        At the range today there was a guy in Mossy Oak compression shirt and ghillie suit pants and desert camo boonie camp. Guy was about 5'10" maybe 280-300lbs. When I hear "Operator" I will now this of this guy.

                                In most industries an operator is the lowest tier of button presser. If it is more complicated than press green or red, they pass to somebody who would not be called an operator.
