The secondary FFL on my base does new sales only and refuses PPT. Just out of curiosity, is that legal? I was under the impression that FFL had to do it upon written request.

yup it's illegal to outright refuse any and all PPTs, though you are correct about it being legal to require a written request first.

I think it is like a local policy to make it easy, as there is a FFL on base that does PPT, as well as acquiring transfers from online stores. If the two happen to share the same license it could be their legal "out" to do things that way.

Sometimes it amazes me the lack of business sense and overt self-absorbed attitude these guys have. - freakin' ridiculous IMO.

These stories are so common; makes you wonder if we have some kind of rampant lead poisoning problem with gun store workers....
