It has been my experience that you will need to send this form to DOJ:

When you receive it back from DOJ, take it to the PD for the release of your firearm. The property room personnel will not do anything for you until you produce this form. And as Ron Solo stated...it's only good for 30 days.

Edit: You may read up on the subject here:

Attention Beginning December 1, 2021, applicants must electronically submit a Law Enforcement Release (LER) application for the return of firearm(s), ammunition, and/or ammunition feeding device(s) via the California Firearms Application Reporting System (CFARS). Applicants that do not already have a CFARS account will be required to create an account in order to directly communicate with the Department and to check the status of an application. The Department will no longer accept paper LER application (BOF 119) submissions.

Guess the guy was wiping finger prints off the car.
There had been a rash of auto "breakins" of unlocked cars in the neighbor hood, and mine was just one of them. I'm getting the gun back, but also lost 4 loaded mags, which were not recovered with the gun.
Don't leave it in your vehicle unless you're going into a restricted building, and in that case you should have a bolted down vehicle safe. Locked doors don't prevent smashed windows.

At least you got it back. I saw the remains of a original colt 1911 it had two digit serial number and was never fired. Stolen from the owners display case and when they cought the guy who stole it, it was deemed a nussance by a court. After 6 months in court trying to get his colt back the owner finaly gave up. He even offered to give it to a musium but the judge wouldn't even let them do that. Im freinds with a guy who has a contract to cut up all the confiscated guns but he only had to cut the frame. Still has the parts dam shame though. Just thought id share after hearing your story

Anyone know how long the LEGR process takes? There is a hold on the gun for another 6 weeks. Do I have to wait till the hold is off, Dec. 16, or should I go ahead and submit it now in hopes that it will be done around the 16th?

I would sumbit it now if your projected release date is Dec. 16th. That way if there is a snag, you may be able to iron it out before your need date. The process should take about two-three weeks from the time it was mailed.

OP lessone learned not to leave it in your center console , but glad you'll be able to get the gun back, and not be destroyed.... ugh this is why our own govt agencies including law enforcement create their own FUD and get delusional and start making stories and getting the facts wrong.

My LEGR took five weeks. Kinda feels like a ripoff considering you can buy a new handgun and wait only ten days. Then again waiting ten days is BS too!
