Never said you could not, you just have to have a state issued Hi-cap magazine dealers permit, I would assume Mr. MaGill, has the needed permit.I'd come to the same conclusion as to my understanding of the law.
However, I believe that Lenny MaGill has enough cash and business sense to hire lawyers who will keep him out of jail. He's selling high cap mags from San Diego, but not TO California. http://www.glockstore.com/glock-fact...city-magazines.
So, it would appear that you can sell high cap mags from within California to folks outside of Ca.
Please check with your attorney before doing this. (Or call Lenny).

From the DOJ Application to be such a dealer,
If I have a large-capacity magazine, do I need to get rid of it?
No. Continued possession of large-capacity magazines (able to accept more than 10 rounds) that you owned in California before January 1, 2000, is not prohibited. However as of January 1, 2000, it is illegal to buy, manufacture, import, keep for sale, expose for sale, give or lend any large-capacity magazine in California except by law enforcement agencies, California peace officers, or licensed dealers. (PC Section 12020 (b)(19-29))
Any firearms dealership licensed pursuant to Penal Code section 26700 may apply for a Department of Justice (DOJ) Large-
Capacity Magazine Permit to engage in the lawful importation and exportation of large-capacity magazines and the activities
associated thereto as specified in Penal Code sections 32310 through 32450.

All that being said, its doubtful the Op has the State required Hi-cap dealers permit.

Where can I sell my Dad's old M14 magazines? I do not think they are legal to sell in California, so what would my next choice be? They are still in packages one dated APR 1967 other Dated DEC 1966 total of 4 mags

Now, with that being said, The OP could clarify that he is posting this for his dad and his dad wants to know how "his dad" can go about selling these magazines as parts kits.
Or the OP can explain how he has been in possession of these magazines that his dad gave him many many years ago and he wants to sell his ( the OP) magazines as parts kits.Comment

If the OP is going to sell these, he should know what to say and what not to say when doing this in CA. LE and DOJ do read this forum and the OP has also expressed how people are PMing him on the sale of the mags.Comment

Put them on Gunbroker for a $100/pop. I am sure someone out there will buy them.
If not, reduce the $ and keep going until they sell.

USGI mags are going for about $30 dollars shipped on 44mag.com
Mags from the 60's will have no added value as parts kits either. So basically they are worth $30Comment

Its OK i just wanted the OP to "clear up" the situation so that the sale of these rebuild kits was done right to avoid trouble. I have more USGI M1A mags than i know what to do with

They are only worth $25-$30.
I legally posses standard M1A/M14 magazines and I'll give you $120 for all four, (dis-assembled as repair kits).
Age has it's benefits...
My question is if you have the magazines...Where is Rifle?
