Why couldn't he just finish the work himself? How would anyone know, anyhow?

Since it's a rifle, 18 - because you need to be 18 to buy a rifle.

I've always seen that you need to be 18 to PURCHASE a rifle..... is there any rule that says 18 to "own" a rifle?

I think this would be a neat opportunity to work with your son if possible to complete the 80% then he is the manufacturer and the owner. No need for transfer and also some quality father-son bonding time.

No age restrictions on owning a long gun at all. A receiver is not a long gun no matter how it is transfered or what the intentions are so, one needs to be 18 to own one or 21 to purchase one.

What does "buying" a rifle have to do with "owning" a rifle? NOTHING! An infant can legally OWN a rifle of shotgun.

If you build it and want to get rid of it you need to put a serial # on it. Don't know if you just make one up or need to go to BATF and have them issue one. If you do enough of them at some point you'll need a mfg lic.

This is the best advice so far...
