First firearm advice for a friend

How about a Hi-Point carbine?
Cheapish, reliable, fun to shoot and more accurate than a handgun.
It's a good choice for home defense as well.

Wow, this thread is really all over the place...

It is and lots of poor advice to boot. The first thing I want to add is that giving a lightweight shotgun to a small person is not doing anybody any favors. The best shotgun for a smaller person will be a quality semi-auto with a stock that fits. You'll really need to see a good shotgun pro and get fitted properly. It's not going to be a 300 dollar gun but you will end up with something that will last a lifetime.

On to a handgun...if you are only going to have one handgun, it's always been recommended that a 357 double action revolver with a 4 or 6 inch barrel is the most versatile. Hunting, defense and target are all covered. Just find one in your price range. Done.

Less than $500 out the door, wood furniture isn't 'scary', the grip is thin which is good for small hands, recoil from a .38 is negligible, the gun is light and quick-handling and holds more rounds than any CA-legal handgun. And face it, every American has a little bit of cowboy in 'em.

You said first gun, not "only gun ever". Make the first one totally enjoyable in every way.

I might recommend a 10/22, or else for more firepower a Maverick 88 with the 18.5" barrel and 5 round tube. (It's lighter and much easier for a smaller person to wield than the 20" 7+1 variety.) You might look into the 20 gauge version.

I've never experienced a Hi-Point Carbine, but that might be a good option as well.

Also, safety weapon handling and weapon proficiency are critical (you can go over a lot without actually needing to do live-fire exercises). Don't let someone have control of a gun if they or those around them do not practice safe handling 100% of the time.

Excellent idea. I have a Rossi Stainless Trapper in .357, customized by the Rossi 92 expert in Texas, Steve Young, and it's very sweet. Another idea is a SxS 20 gauge coach gun, could be just right for her: fun to have, shoot, and great for home protection. Light, quick and easy to handle, and reasonable.

Imagine a 5'2" 100 pound girl who wants a gun. I ain't giving you leg jumpers anything to defile

I'll have to bring up the lever gun in .357 if she wants a long gun, but a .357 revolver seems to be the best choice at this point.

Hi-Point carbine in 9mm, when she turns 21 she can get a matching High-Point pistol in 9mm for it.

Just tell her to get the Mossberg 500 barrel combo. Start her out with the 24" barrel and let her grow into it as you teach her. I have really spastic back muscles and sometimes my back/upper arm muscles will get really weak and I'll have a difficult time pointing and holding a long gun. Just have to tough through it..
