I would have bet money it wasn't illegal. When I bought my first one I did a LOT of research on going with the 10 rd duckbill mags. Never came across anything declaring it illegal.
Fortunately the result of my research was that I left them as Comrad Simonov intended.
Even took the black plastic off of one & replaced it with a nice piece of '51 Tula furniture.
