Thank you for that, I guess it time to purchase another before end of the year... Will this ( registration ) include all magazine feed rifles ?

It basically means ALL long guns are registered like all handguns are.
An FFL will have to clear this part up but.... currently when you purchase a long gun, the serial number is recorded but not sent. The only record of the serial number is at your FFL. So in essence, the long gun isn't registered to you because the CADOJ or anyone who cares never got the serial number.
This is different with handguns because those serial numbers are sent to acronyms that care.
Long guns will now mimic that of handgun registration.
There may be some other legislation in the books that specifically addresses magazine fed semi-auto rifles, or mandatory registration of previously owned longguns, but nothing that I am aware of that has actually passed and is going into law in 2014.
FYI, the long gun registration passed at least a few years ago, it is just now going into effect.Comment

I guess I didn't consider it from that angle. Just goes to show you they can always find a way to nail you. All I know is it does not say "purchase " in 32310. If that is there intent (I'm sure it was, they are just dumb) they should have used the language "purchase, buy, receive or transfer" in 32310. All the language in the section seems to be aimed at those that provide the mag not receive. I suppose if they want to play games they could go pc 182 also.Sir,
Please note the California DOJ's position that the purchase of large-capacity magazines is a felony. They've explained this as being due to the combined effect of Penal Code sections 31 and 32310.

YES, intrafamilial long gun transfers are affected - there will be new or modified forms, and you will have to send them in with a fee when you transfer long guns among parent/child/grandchild.
YES, if you move here in 2014 and later, you must report long guns within 60 days of bringing them into the state; there will be new or modified forms, and you will have to send them in with a fee.

No civilian is limited to carrying or using 10 round or less mags if he or she legally owns them. Your question shows that you don't understand that. The only restrictions are on selling, importing or manufacturing +10 round mags and, of course, using one in such a way as to manufacture an AW is also a no no. But, a civilian can legally use a 50 round mag in most handguns in CA.This question has surfaced before me, and thought I'd ask here.
In Ca are LEO under same rules as citizen's in Ca regarding compliant side arms and low capacity mags during off duty carry ?
( exempted Grandfathered of course @ this time )
And when off duty, are they a citizen first and LEO second.
Or dose this not apply, to LEO's ?
And if so, when retired do they have to comply w/these requirements if all there fire arms were purchased after these hand gun/or rifle where ban ?
And this , if were required at some point to turn over all over ten round mags, will they also fall under this at retirement ?

You're absolutely correct. The word "purchase" simply is not contained within Penal Code section 32310. Far be it from me to even suggest that anyone in DOJ would ever "Play Games." But since we're on that subject, there is quite a bit of lively discussion going on in other threads about DOJ efforts to require LEOs to surrender personally owned AWs upon retirement, and on efforts to deny federal LEO's access to large-capacity magazines and off-roster handguns. And of course, maybe it was just a "typographical error" on their website.
I'd never underestimate the ability of an elected official to "push the envelope" when it suits their political agenda.
I also had a long discussion with a very astute poster in another thread where the VA apparently was "pushing the envelope" to consider disabled veterans as having been "adjudicated" (by the VA) as suffering from mental illnes and thereby being unable to possess firearms under 18USC922.
You just gotta watch these folks very closely. If a law enforcement officer buys high capacity magazines legally and quits his job to become an accountant, is he good to use those magazines for life? What if he buys it as a rebuild kit off of calguns when he was a LEO and legally assembled it as a LEO, but now he is no longer an LEO because he quit, is he good to use those rebuild kits even though he has no proof of purchase?Comment

You don't need proof of purchase to own or use hi-cap magazines. Let's get that part straight.
All the hi-cap magazines LEO's buy were legally purchased thus legally owned. Will not matter his status as LEO.
Of course rebuild kits purchased as LEO but not assembled until civilian is a no-go. But ask yourself why a LEO would purchase rebuilds to begin with.Comment
