I believe federal law still applies. That's why you can't cook meth, or possess un-taxed/reg'd machine guns on the rez.

Yes federal law does apply, but you have to be a federal officer/agent to go onto tribal lands due to it being a sovereign nation is my point. Thats why all incidents are investigated by FBI when they happen on a res.

In CA, if a tribe has a casino, then they've agreed to abide by CA laws.
To help enforce CA laws, some tribes contract the local sheriff department to patrol their reservations.
