    Using exploding targets on BLM areas

    I was out shooting a few weeks ago and noticed that a group of people a few 100 yards away from me were using exploding targets. They were too far for me to see what they were specifically shooting at but Im guessing it was something like Shockwave targets. What are the laws on using exploding targets in BLM California land?

    I too saw people using these type of targets, I heard an explosion and then a blue vapor cloud above it. I first thought it was propane tanks, but could be something else.

      Depends on who is investigating. On BLM land most likely there will be no issue.

        While some disagree, many feel that they are explosives under Ca law. So, that means they are a felony just like dry ice, water and a plastic bottle are! Personally, it's not worth the risk to me.

          Ummm, Tannerite is legal in California and several places sell it here. Their website states that you can't use it on federal land during the high risk burn days even though it isn't supposed to cause fires.

            Tannerite meets CA's definition of a destructive device. [PC 16460(a)(6)]


            Penal Code 16460
            (a) As used in Sections 16510, 16520, and 16780, and in Chapter 1 (commencing with Section 18710) of Division 5 of Title 2, "destructive device" includes any of the following weapons:
            (6) Any sealed device containing dry ice (CO2) or other chemically reactive substances assembled for the purpose of causing an explosion by a chemical reaction.

              It's a mess BLM says they have no issues ATF says not an explosive but Cal DOJ says "Explosive"

                Ummm, do you really believe everything you read on the internet? Why not read the law for yourself? It's obviously not legal in CA.

                    Cal Fire investigator Capt. Gregory Ewing, who issued the safety bulletin following the Riverside County wildfire, suggested users of exploding targets could actually be charged with multiple felonies.

                    "Possessing it with the intent to mix the two parts (thus creating an explosive) is a felony. Actually mixing the two parts is also a felony, and detonating it is yet another!" Ewing wrote.
                    "Possessing it with the intent to mix the two parts" = PC 18720
                    "Actually mixing the two parts" = HSC 12085
                    "detonating it" (context of the bulletin, caused a fire) = PC 452(c)



                    Penal Code 18720
                    Every person who possesses any substance, material, or any combination of substances or materials, with the intent to make any destructive device or any explosive without first obtaining a valid permit to make that destructive device or explosive, is guilty of a felony, and is punishable by imprisonment pursuant to subdivision (h) of Section 1170 for two, three, or four years.

                    Health & Safety Code 12085
                    No person shall make, possess, or transport any explosive in a manner prohibited by this part or prohibited by any ordinance of a city, county, or city and county, or prohibited by the laws or regulations governing a harbor in those areas where such ordinance, laws, or regulations apply.

                    Penal Code 452
                    A person is guilty of unlawfully causing a fire when he recklessly sets fire to or burns or causes to be burned, any structure, forest land or property.
                    (c) Unlawfully causing a fire of a structure or forest land is a felony punishable by imprisonment in the state prison for 16 months, two or three years, or by imprisonment in the county jail for not more than six months, or by a fine, or by both such imprisonment and fine.

                        I am in contact with a BLM office every few months coordinating dumpsters, rangers on site to close range etc during Calguns clean ups. This is part of an email I got a week ago from one of my contacts.


                        Hey R.,


                        We have had a lot of complaints regarding exploding targets being shot at Xxxx Xxxxx. Is there a way you can spread the news that there is federal laws against setting off explosives on Public Lands? And this includes exploding targets.

                          I was in Dicks Sporting Goods in Oxnard last week, hunting for ammo. Didn't have any of the ammo I was looking for but lo and behold, they had many jars of exploding targets, I think it was Shockwave?

                          I can't understand why if the DOJ has a problem with exploding targets they let retailers legally sell it? They don't let retailers sell machine guns or flame throwers here so why exploding targets? Seems to me that they like bait and switch. If I was made of money, I would buy a couple hundred pounds of Tannerite, invite the local press and shoot it and set it all off. Then, when the local DA in wherever I was decided to make a test case of me, I would then sue the California DOJ for entrapment, hopefully get a huge settlement from them/cost them a few million and I would hire the best lawyers money can buy to get the charges thrown out and then sue the State to define the law. Either exploding targets are illegal in this state and so should the importation, sales or carrying of said targets be made illegal, or it's a free for all we can all use exploding targets, where safe. It pisses me off that the idiots up in Sacramento can get away with this type of harassment/entrapment of people who don't have the time or awareness to study the PCs as much as we do here.

                          Can't someone with Bloomberg money make this happen?
