Not necessarily. There are two distinct parts to the affidavit.

1. You're saying you have a safe or lock box that meets certain criteria. The criteria are later defined.

2. You have a lock box certified by DOJ. Note that under this section you're also required to show proof of purchase of said lock box.

When I bought my lower, I told them I had a safe, but they made me buy a lock anyways. They said I had to lock it to walk out of the store, but could walk right back in and return it. Store was too busy to deal with the hassle, so I just added the lock to my "gun lock bucket" so that it can never be used again!

You probably should've been given the opportunity to use the affidavit, but to be clear, you can't just "tell" them you have a safe. Saying it doesn't satisfy the PC. When you use the affidavit you're declaring under penalty of perjury.

I asked if they had a form I could fill out, but they said it didn't matter because the lower had to be locked up for me to just walk out the door. I actually assembled the lower at the shop, but had to literally walk out the door first, then walk back in to assemble it. I just didn't feel like waiting in line to return the lock though...had to get it assembled and get to the range!
