    Most serious shooters can tell you the muzzle velocity (MV) of their ammunition, based on measurements taken with a chronograph, or listed from a manufacturer's data sheet. (Of course, actual speed tests conducted with YOUR gun will be more reliable.)

              Normal stuff. Rifling in the barrel causes the bullet to spin, it will continue to spin until it loses momentum or is forced to stop.

                Rotational and linear momentum are separate forces. If you halt the linear motion in a smooth enough fashion such as bouncing the bullet off the ice, it will still retain most of its rotational momentum. It helps that the bullets are spinning around 40,000 rpm.

                          The ice and snow allow so little friction to halt the spin, but not the forward momentum, the bullet continues even though it has stopped its travel.

                          Same principle as ice skates, where the blade (bullet in this case) creates enough friction to momentarily melt the ice and "float" the skate blade. The only true friction occurs at the moment of touch, and only at the point of touch. The rest of the skate blade is simply not touching solid ice.
