Actually... I was just reviewing the CGF Wiki page for "Locks" and unless I read it wrong... it says if you provide proof that the safe you have is a CA and Federal approved gun safe, you are waived for buying a lock...I dont use gun locks on my guns because I keep them in a safe.
If you don’t keep it in a safe, I get needing a lock. My biggest issue is spending $10 on a lock for a handgun that already comes with a lock (that’s going to end up in my safe anyways). That is just asinine.

subdivision (a) if both of the following apply:
(1) The purchaser or transferee owns a gun safe that meets the
standards set forth in Section 23650. Gun safes shall not be
required to be tested, and therefore may meet the standards
without appearing on the Department of Justice roster.
(2) The purchaser or transferee presents an original receipt for
purchase of the gun safe, or other proof of purchase or ownership
of the gun safe as authorized by the Attorney General, to the
firearms dealer. The dealer shall maintain a copy of this receipt
or proof of purchase with the dealer's record of sales of firearms.
but I'll note AAShooter's post:HOWEVER, Federal Law has introduced a complication with handgun purchases.
18 USC 922(z) requires
and 18 USC 921(a)(34) has the definition(z) Secure Gun Storage or Safety Device.—
(1) In general.— Except as provided under paragraph (2), it
shall be unlawful for any licensed importer, licensed
manufacturer, or licensed dealer to sell, deliver, or transfer
any handgun to any person other than any person licensed
under this chapter, unless the transferee is provided with a
secure gun storage or safety device (as defined in
section 921 (a)(34)) for that handgun.
(34) The term “secure gun storage or safety device” means—
(A) a device that, when installed on a firearm, is designed to
prevent the firearm from being operated without first
deactivating the device;
(B) a device incorporated into the design of the firearm that is
designed to prevent the operation of the firearm by anyone not
having access to the device; or
(C) a safe, gun safe, gun case, lock box, or other device
that is designed to be or can be used to store a firearm and
that is designed to be unlocked only by means of a key, a
combination, or other similar means.

I remember a certain thread a while back in which a customer complained that a FFL charged him $0.01 for a lock, but didn't give it to him. Yes, a penny.

not arguing...
just trying to understand 
... so the BATFE has the option to recognize or not-recognize a USC?
My misunderstanding is, if the BATFE is a federal institution, then why doesn't it have to follow the USC
also, yes, I did miss that note.
But since it notes that BATFE doesn't recongize the CA safe affddavit, wouldnt simple proof-of-ownership suffice?
My intitial self-answer to the question is "No", if there is all this debate about it currently
