I buy them on eBay. Very inexpensive.

I started using the two inch ones on the pistol range. They are cheap enough to not make much of a dent in the ammo fund.

Make them yourself? i need to find the video on youtube but there was this guy that just used normal paper and sprayed it with one layer of oil based paint and another layer of water based paint. (not sure which was first) he actually had great results with his targets. They are cheaper to produce than buying shoot-n-see targets but can be time consuming to make.

        Edit: found it

When I run out of these, I'll be going back to Shoot-N-Cs for my rifle shooting. There's no comparison IMHO.
Good to know. I thought about ordering them, which is why I had that link saved.

Keep an eye on Midway for Orange Peel targets on sale. The 5.5" go for $8-ish for 50 targets. They're "factory seconds" but I haven't been able to find anything wrong with them. They just end up full of holes anyway.

As your groups shrink you can use the smaller (cheaper) bullseye targets for pasters. When you can cover a 10 shot group at 25 yards with a 3" bullseye you're on your way.
