Why "fenced in"? What difference does a "fence" make?

There is California case law which says that private property accessible to the public is public is not private property for the purposes of carrying, either loaded, concealed, or in a school zone.

Interesting... stupid and bad case law... private is private. Anyone have a case citation?

I am on a board of an organization which owns land and structures. We have specifically authorized it's board members, and "others as authorized by the board" to carry concealed on our grounds regardless to any outside CCW status... I question how someone else can tell us otherwise.
