That makes sense, I didn't even think about it being considered an AOW or "other". So who do I write a letter to to get a definitive answer? CADOJ? ATF?

I really don't believe it is an AOW.
It is a "crew fired weapon" and would be considered a Title-1 "other".

No different from any other long gun except you would have to be 18 to accept a transfer (but you could build it).
