this is why i built mine out of wood. weighs 10lbs by itself, and with a wide base so it doesn't tip over easily. only downside is that it takes me a few minutes to set it up with the nut/bolts.
Ok, I thought they getting "blown over" by something else.
Sandbags sound like the best deal.

The ones I made stand up to 30/40 mph wind without weights and they're just stuck together. No glue, no screws that way you can readily change out damaged pieces. This also negates transportation concerns because they can be broken down and put together at the range.
What size are you working with? Overall width, length and pipe diameter?

They're the same ones they have at Burro. They're fine there, but when I take them out to Barstow, they for sure cannot withstand the wind. The actual targets act as sails and get blown away. I'm thinking sand bags is the best way to go about it, but I wanted something that I wouldn't have to set up every time I go out there and not have to worry about my buddy's tossing them. They don't follow directions very well -_-

then bring a trench shovel and a funnel and just fill up those pvc pipes that are the bases with the loose dirt during setup. then pour it out when it is time to leave.

I made some of these, they are plenty heavy and I haven't needed to weigh them down.
