Sounds to me like the LEO BIL gave salient advice, since neither of them seem to know the specific laws pertaining to the rifle. Even with a legally-configured rifle, it's entirely possible that a person could get into legal difficulties because of it, and it's better to err on the side of caution. It is now incumbent upon the "regular" to educate himself on the law, proceed with his legal rifle build, and educate his LEO relative, so that next time the LEO sees a legally-configured rifle, he will know it and not reflexively arrest its owner. Sounds to me like a golden opportunity to help spread the word among the LE community.
