What I want to know is how he knows there was exactly 13.2 grains in that load since when it was fired it burned away. Maybe it was 8.4 or maybe 12.6 but I call BS!

There is a significant amount of information left out of this story, what brand of reloader, what model, what bullet weight, what overall length, standard or magnum primers, range brass, mixed brass, new brass, what scale? and where did the 4.2grs come from? Although that is a safe value for Bullseye in a .45acp, Aliant is showing 5 grains. Is this his first time reloading?
Putting 13 grains of Bullseye into a .45acp is not a mistake, it's plain idiotic and negligent. Course it is dangerous to the shooter, but what about the poor dumb bastard standing next to him at the range.
Usually this happens with those crappy Lee powder dips that run by volume of a SPECIFIC powder brand. You can't use a dipper measured for Winchester 231 and put Aliant Bullseye into it, well that's not exactly true, you can as your story illustrates.......Comment

will even FIT into a .45 auto case. Max load for bullseye (depending on the bullet weight and type) is 'around' 5.3 grains. 5 being about average.
Whatever the real story is; this reloader should review his safety procedures before continuing his hobby.
Perhaps move to AA powders; more bulk.

13.2 grains of Bullseye will certainly fit into a .45 ACP case. Bullseye is a very low volume powder. That would be a full case, though.
