Unfortunately it's more likely that this means his handguns are not good to go. Handguns that were no longer in production when the Roster came into effect a few years ago didn't really have a chance of making onto the Roster, since nobody was willing to submit examples for testing and pay the fee. Even guns that passed the drop tests and made it onto the Roster get removed from the Roster if somebody doesn't keep paying the fee to keep the gun listed.
If the handguns are at least 50 years old then they are exempt from the Roster because they qualify as "curios & relics". Also, some newer guns, like the Colt Gold Cup, qualify as "curios & relics" and are exempt. Most single action revolvers are exempt from the Roster too.
