Livescan...Back in the day when I got my COE, livescan didn't exist. Had to use the old black ink. Definitely renewal your COE. If you don't renewal it, you will have to re-apply for a new COE.

I just got the Livescan done yesterday and didn't see this thread until this morning. I just added up the bill and yep, I got charged an extra $22 and I already mailed in my application with a check for $22

I collect Military Arms and enjoy shooting in local matches. I also collect older Lever Actions, especially those chambered in odd/old cartridges. If you have a nice old Winchester or Marlin in 25-20, 32-40, 38-55, 40-60, 45-70, etc etc, please PM me and we can work out a deal.

Call the number on the DOJ application and speak with Judy Westermark. I was curious about the $22 as well from the Livescan receipt and was informed that some, but not all Livescan locations are now charging the $22 DOJ application fee so you don't have to send a separate check. It's a convenience issue, just one that I wasn't notified about.
I was also very surprised at the turnaround, less than two weeks from mailing the application to receiving the COE. A lot faster than I expected, and it was a relatively painless experience from start to finish.Comment

I am getting ready to send my COE application and have a couple of quick questions:
Fees
I want to ensure I don't short anything and delay issuance.
Per the COE App Instructions, when Live scan you will pay:
$54 DOJ fingerprint processing and BOF Eligibility processing fee
$19 FBI fingprint processing fee,
$73 Total
+ Live Scan operator's fee (unregulated amt)
$93 was the total charged at Live Scan.
Live Scan operator fee was $20, so the math works out.
Question 1
RE: $54 DOJ fingerprint processing and BOF Eligibility processing fee. Is the BOF eligibility processing fee the 'application fee' that's mentioned in the thread above, and the $54 is the full cost that has to go to DOJ or does an additional check need to accompany the application for the 'application fee'?
Although no mention of any additional amounts due are included in the instructions I am suspicious that the DOJ intentionally makes it unclear in an effort to prevent/delay people from successfully acquiring COE.
Live Scan Form
The Live Scan operator gave me a copy of my form (with receipt attached) for my record PLUS a second copy that he said should accompany my application. I see no mention of attaching the form in on the instructions, but again I'm trying to confirm what's needed to submit because I don't trust the state to clearly, accurately or completely document ANYTHING.
Question 2
Does a copy of Live Scan form accompany application or do I just note number where directed at top of application?

Current form (dated Rev. 09/2010) has the following address:

Question 3
Is this the current address (this post is Jan 5, 2011) for submitting the COE application?
Again, my confidence in the state having current, accurate and complete information is suspect (at best), and I want to try to avert any of the pitfalls and roadblocks that my tin foil hat is telling me the state wants to intentionally put in citizens' way.
Thanks to all who have been through this and for clarifying the above. Also, I hope these questions (and answers) will help others submit with confidence.

Send you app with the livescan copy. No check needed since you paid it already during the livescan (the doj fee for coe).
Done, you'll have your COE in 14 days or less.
The fate of the wounded rest in the hands of the ones who apply the first dressing.

+1 They must have updated their forms to reflect this too as they now don't ask for any money to be mailed with a first time application. I just submitted mine last week and must have read the instructions 5 times looking for how much money to mail in. I did mine at UPS store and they collected all the fees for a total of $98.The live scan operator fee is 15 the fbi was 19 and Doj 32. The computer automatically added the $22 fee to make $88.00.
I called Sacramento DOJ and they verified the computer now collects the COE $22 fee normally mailed in.It has just been implemented as well as the change of address to send in the application.
The forms in the DOJ COE website downloads were incorrect addresses now they have to update to the above listed address confirmed to me by the representative in Sacramento DOJ.
This is why CalDOJ's website provides you with a pre-prepared request for Live Scan form. It tells the operator where to send the scans and how much to charge. The difference in fees some of us see is in how much your local Live Scan operator charges.Comment

Thanks for the responses folks.
From the responses I gather:
1. I've paid all necessary fees, etc. when I did the Live Scan,
2. Copy of Live Scan form goes in the mail with the application, and
3. Address on form (revised 09/2010) is the correct address.
Leaving for lunch in about 15 minutes so I'll be stopping by the PO between work and lunch to drop it in the mail.

Application is in the mail Jan 5, 2011. Will report updates to help others gauge/manage expectations.
