Im pretty sure a 30-06 can penetrate quite a few body armor vests. Maybe not the new stuff but some of the older ones. Especially if its close range. Either way even if it stops the bullet I bet it hurts like getting kicked by a horse ( and that hurts and leaves huge bruises)
