Not if you shoot competition. Ever tried finding Eley or Lapua in a gunstore in Cali? I've been shooting for 35+ years and have never seen any for sale. I buy all my cases online.

        NOT after Feb 2011...

Not outside Cali, outside arms reach. It bans all non face-to-face ammunition transactions for handgun ammo. You can't order it and have it shipped, all must be done in person for handgun ammo. Combined with you have to practically register your handgun ammo when you buy it from a FFL now... it's a lot of BS.

If you have an 03 ffl and COE you are exempt from this law.
I am not sure how out of state vendors will do this, maybe have copies on file of the 2 certificates. I have stated this in the past and have been flamed for being special and not doing enough to stop the new law. I don't know of any legal person that has been turned down for the 03 or COE. This exemption is open to all. Is it worth the money? Just for ammo? Don't know but for novice collectors, this is an added bonus.
